Abstract:
The article examines the influence of non-traditional voting techniques on turnout: postal voting, Internet voting and voting by proxy. The experiences of various countries brought forward in the article prove that non-traditional voting techniques aiming not to engage the electorate, but to ensure the universality of electoral law influence electoral participation to various degrees. Taking into account the fact that the heterogeneous nature of non-traditional voting techniques significantly thwarts attempts to identify their impact on turnout, estimations cited in the article show that non-traditional techniques convince around 0,3 to 6 percent of the voting electorate. The efficiency of non-traditional voting techniques is dependant, above all, on legislative rationality, the specificity of the country’s law and the social context. In the final section, the article examines uncertainties concerning the constitutionality of non-traditional voting techniques.
