  • Title: Elections getting less local? the signs of cartelization of the political parties at the local and regional level based on the elections in Opole Silesia
  • Abstract:

    The article gives the analysis of the evolution of both local and regional political scene, based on the example of Opole Silesia, emphasizing the phenomenon of the cartelization of local authorities’ scene, which is taking place by “the progressing appropriation” of the political space by parties at local and regional levels and also by the administrative restriction of the civil subjects’ influence.
    In order to present the aforementioned tendencies, the author has carried out a thorough analysis of the elections of legislative authorities of the local and regional level, held after 1989:
    – elections to commune councils from on 27 May 1990,
    – elections to commune councils from on 19 June 1994,
    – elections to commune councils, county councils and regional councils on 11 October 1998,
    – elections to commune councils, county councils and regional councils on 27 October 2002,
    – elections to commune councils, county councils and regional councils on 12 November 2006.

    The elections in communes of less than 20.000 inhabitants are characterized by a steady increase in the number of candidates proposed by parties and national groups with a simultaneous decrease in the number of independent candidates. In communes with more than 20.000 inhabitants and also in counties, there is a rivalry between the candidates proposed by political parties and the ones proposed by local and regional associations and organizations, which is more and more frequently won by the representatives of political parties. On the other hand, the structure of rivalry on the regional scene, in the elections to the regional councils, is becoming similar to the one that is taking place on the all-Poland arena and changes in the line-up on the national level have a decisive impact on its functioning.
